Rugby Borough Council at a meeting of its full Council on the 14 June 2023 decided to make the Monks Kirby Neighbourhood Plan under Section 38A(4) of the Planning and Compulsory Purchase Act 2004 (as amended). The Monks Kirby Neighbourhood Plan now forms part of the Development Plan for Rugby Borough.
A referendum on the Monks Kirby Neighbourhood Plan took place on Thursday 4 May 2023.
The referendum asked the following question:
'Do you want Rugby Borough Council to use the Neighbourhood Plan for Monks Kirby to help it decide planning applications in the neighbourhood area?'

The examiner's report on the Monks Kirby Neighbourhood Plan recommended the plan proceed to a referendum, subject to modifications.
Rugby Borough Council accepted the findings of the examiner's report and confirmed the plan should proceed to a referendum.
Before conducting the examination of the plan, the examiner was sent the representations received during the public consultation on the plan.
The Monks Kirby Neighbourhood Development Plan was submitted to Rugby Borough Council on 13 September 2022.
A public consultation on the plan, run in accordance with the Neighbourhood Planning General Regulations 2012 (Regulation 16), ran from Tuesday 1 November to Tuesday 13 December 2022.

Following consultation with statutory consultees, it has been determined neither a full Strategic Environmental Assessment nor a Habitat Regulations Assessment will be required for the Neighbourhood Plan.
The application to designate the parish of Monks Kirby as a Neighbourhood Area was approved by Rugby Borough Council's cabinet on 7 June 2021.
Monks Kirby Parish Council submitted an application to Rugby Borough Council in December 2020 for the designation of the parish as a Neighbourhood Area under the Neighbourhood Planning (General) Regulations 2012.
Subject to the designation of the Neighbourhood Area, the parish council intends to prepare a Neighbourhood Plan to help shape the future development of the village.
