Rugby Community Safety Partnership

About the partnership

The Rugby Community Safety Partnership (CSP) aims to create safer communities through the reduction of crime and the promotion of safety.

The CSP comprises the following organisations:

Rugby Borough Council
Warwickshire County Council
Warwickshire Police
Warwickshire Fire and Rescue Service
Youth Justice Service
Public Health
Probation Service
NHS Coventry and Warwickshire Integrated Care Board

The Rugby CSP focuses on delivering the following statutory functions:

reduction of crime and disorder
combatting the misuse of drugs, alcohol and other substances
reduction of reoffending
prevention of serious violence

To achieve delivery, the CSP sets out strategic priorities based on a range of data assessed by Warwickshire County Council's business intelligence team.

Rugby Community Safety Partnership (CSP) Strategic Priorities 2025–2029

The Rugby CSP has confirmed its strategic priorities for 2025 to 2029, following a detailed assessment of crime trends, community feedback, and risk analysis. These priorities reflect the most pressing safety concerns in the borough and guide the partnership’s coordinated response.

Strategic Priorities

Young People Involved in Serious Violence. Focus on prevention and exploitation of young people.
Domestic Abuse. Focus on repeat perpetrators and increasing reporting.
Business Crime. Focus on shoplifting and business burglary
Hate Crime. Focus on all strands of hate crime.

Cross-Cutting Themes

These are key issues that influence multiple areas of community safety and are embedded across all CSP activity:

The CSP will also monitor and respond to the following issues:

Rape and Other Sexual Offences
Residential Burglary
Environmental Anti-Social Behaviour
Serious Organised Crime
Cyber Crime (no longer a cross-cutting theme but still monitored)

These priorities were agreed by the Rugby CSP Board in March 2025 and will be reviewed regularly to ensure they remain relevant and effective.

The Rugby CSP now works with the Safer Warwickshire Partnership Board and other sub-groups to fulfil its statutory duties.
