Notice of review of a premises licence

Immigration Enforcement, as a relevant authority, applied to Rugby Borough Council on 24 September 2025 for the review of the premises licence relating to Malancha, 2 Daventry Road, Dunchurch, Rugby, CV22 6NS.

In the application for the review, Immigration Enforcement set out the following grounds:

"Grounds to believe the licence holder has failed to meet the licensing objectives of prevention of crime and disorder, as illegal working has been identified at this premises.

"Section 36 and Schedule 4 of the Immigration Act 2016 amended the Licensing Act 2003 to introduce immigration safeguards in respect of licensing applications made in England and Wales on or after 6 April 2017. The intention is to protect illegal working in premises licensed for the sale of alcohol or late-night refreshment.

"The Home Secretary (in practice, the Home Office (Immigration Enforcement)), was added to the list of 'Responsible Authorities' (RA) in the licensing regime, which requires the Home Office (Immigration Enforcement) to receive premises licence applications (except regulated entertainment only licences and applications to vary a Designated Premises Supervisor (DPS), and in some limited circumstances, personal licence applications.

"In carrying out the role of responsible authority, Home Office (Immigration Enforcement) is permitted to make relevant representations and objections to the grant of a licence or request a review of an existing licence as a responsible authority where there is concern that a licence and related licensable activity is prejudicial to the prevention of immigration crime, including illegal working."

Please note - any responsible authority or any other person who wishes to make representations regarding this application must give notice in writing to: Chief Officer for Regulation and Safety, Rugby Borough Council, Town Hall, Evreux Way, Rugby, CV21 2RR.

Representations must be submitted no later than 23 October 2025.

The council's licensing register can be viewed at the Town Hall*. 

It is an offence under the Licensing Act 2003 to knowingly or recklessly make a false statement in connection with a licence application. The maximum fine for the offence on summary conviction is up to level five on the standard scale (unlimited).

Notice of application to vary a premises licence

Britvic Soft Drinks Limited applied to Rugby Borough Council on 2 October 2025 to vary the premises licence under the Licensing Act 2003 in relation to Carlsberg Britvic (staff shop), Aventine Way, Glebe Farm Industrial Estate, Rugby, CV21 1HA.

The application requests the following licensable activity:

  • the extension of the current licensable area via the submission of an updated plan
