Council sets out phase two of service transformation programme

The new council is due to come into being on 1 April 2028.

The Transformation Programme 2026/27 follows a previous transformation cycle that focused on investment in the works services yard, a remodelling of the internal audit service, and changes to its housing service. This resulted in an increase in capacity and improved on-site safety at the depot, allowing the council to introduce the new food waste collection service. It has also given the council access to additional resource and expertise at the Central Midlands Audit Partnership, and the council now has an improved understanding of the investment it needs to make in its housing stock.

The 2026/27 programme sets out work focusing on people and processes across six areas of the council: waste and recycling, financial services, assets, human resources, regulatory services and performance management.

It has been designed to support day-to-day service improvement while preparing the council for local government reorganisation.

The programme will be overseen by a Transformation Programme Board, with progress reported to Cabinet every quarter. It will identify additional areas of focus should they be needed.

The programme also supports the council’s wider work to remain financially sustainable, meet its legal duties and continue delivering the priorities in its Corporate Strategy.

Cllr Louise Robinson, Leader of Rugby Borough Council, said: “While our transformation programme has already seen significant benefits this next phase of the programme focuses on people and processes.

“It will help us strengthen key services, manage risks, improve how we work and make sure Rugby is in the best possible position as the new north and east Warwickshire unitary authority is prepared.”

Cabinet endorsed the programme at its extraordinary meeting on Monday 3 August 2026.
