If you plan to take bookings for private hire journeys from an address within the Rugby Borough, you must hold a Private Hire Vehicle Operator licence issued by Rugby Borough Council. This includes bookings taken by phone, online, or in person.

Our licensing process is designed to protect public safety and provide a clear and consistent framework for operators. To help your application progress smoothly, we recommend reading the guidance carefully and ensuring all required information and documents are submitted at the time of application.
 

New Application Requirements

To be eligible for a licence, applicants must:
•    complete an application form and pay the relevant fee; 
•    provide a DBS certificate which covers a basic DBS check (unless the applicant has recently submitted a DBS certificate in relation to a driver licence); 
•    pass the Council’s knowledge test and obtain a certificate of competence;
•    sign the code of conduct.

Operators must be considered a fit and proper person and are required to complete a basic Disclosure and Barring Service (DBS) check. Licensed operators are responsible for keeping accurate records of all journeys booked and for ensuring those journeys are carried out as arranged.

Licences will only be granted where the operating premises are located within the Rugby Borough. Operators may only dispatch bookings to drivers and vehicles that are licensed by Rugby Borough Council.

Renewals

To renew your existing Private Hire Operator Licence please complete the following:
•    complete an application form and pay the relevant fee; 
•    provide a DBS certificate which covers a basic DBS check (unless the applicant has recently submitted a DBS certificate in relation to a driver licence); 
•    sign the code of conduct
